Description

We need to know more than what we know. We have to be adding a little more insight with the passage of time. The following elite have helped me many a way and kept my hope alive.

At the outset let me outpour my gratefulness to my research quide, my mentor and the towering genius Prof. R.V.R. Chandra Sekhara Rao, Retd Vice-Chancellor, OPEN University (Now Ambedkar University), former Head of the Dept of Politics and Public Administration of Andhra University and later Central University, Hyderabad. His guidance and direction helped me find my focus and strengths. His guidance deepened my understanding, influenced my thinking and laid foundation for my work. It is impossible for me to scale his intellectual height.

Most importantly I am indebted my gratefulness to Prof RVR's late mother and his beloved wife Smt Pratibha who extended their motherly love and care to me as I was a patient of Jaundice for a period of one month at the time of review of my work. How could I repay my debt to the Noble Mothers except giving my humble gratitude?

My sincere appreciation goes to Mr I Rama Brahmam, lecTurer, Open University for having shared days and nights of in my research and did yeomen work.

Special thanks to Sarvasri A. Sreeramulu, I.B. Rama Krishna W, Raj Gopal, the top-notch leaders of NGO's and SecretariatAssociations.
